1. What is rabies?

Rabies is a disease of certain warm-blooded animals and is caused by a virus in the Rhabdoviridae family. It attacks the nervous system and, once symptoms develop, is 100% fatal in animals if left untreated. In Colusa County, rabies occurs primarily in bats and skunks. Other potential wild animals that may carry rabies include coyotes, raccoons, and foxes.

In some instances, these wild animals can infect domestic cats, dogs, and livestock. In the U.S., cats are more likely than dogs to be rabid. Rabies is rare in small rodents such as beavers, chipmunks, rabbits, squirrels, rats, mice, or hamsters. Rabies can be prevented in humans, pets, and livestock with a vaccine.

2. How is rabies spread?

The rabies virus enters the body through a cut or scratch, or through mucous membranes (such as the lining of the mouth and eyes), and travels to the central nervous system. Once the infection is established in the brain, the virus travels down the nerves from the brain and multiplies in different organs.

The salivary glands and organs are most important in the spread of rabies from one animal to another. When an infected animal bites another animal, the rabies virus is transmitted through the infected animal's saliva. Scratches by claws of rabid animals are also dangerous, because these animals lick their claws.

1. How will construction affect my property's value?

If the construction is new, a reappraisal is required. If it is a replacement, a reappraisal is not required. In appraising new construction, the market value of the addition is determined and added to the value of the existing property. The value of the existing property does not change. If a construction project is not complete on January 1, the market value of the incomplete construction is determined and added to the assessment roll.

2. Does a change in ownership affect a property's value?

When a change in ownership occurs, an appraisal is made to determine the new market value of the property, if required. The transfer of property between husband and wife does not require a reappraisal for property tax purposes. In addition, the transfer of the principle place of residence and up to $1 million of any other real property between parents and children or between grandparents and grandchildren is also excluded from reappraisal if an application is filed and meets the necessary requirements. The application must be filed within three years of the transfer date or before the property has sold to a third party.

3. What should I do if I believe my property's value is less than the assessment?

The assessor’s office is required to lower the assessed value of any real property if it is higher than the current market value on January 1 of each year. Each case is reviewed individually upon request of the property owner / assessor. The fair market value is reviewed annually until the value equals the factored base year value of the property. 1. How do I open a case with the Department of Child Support Services?

Upon your request, the Department of Child Support Services mails you an application that needs to be returned to this office. You may also use the on-line application process by going to the State DCSS Website.

Our services are free.

5. Who is eligible for services?

Any parent or guardian can apply for child support. Parents or guardians receiving public assistance will automatically be referred to DCSS by the Health and Human Services Department.

6. Why is it important to establish paternity?

The court cannot order the noncustodial parent to pay child support until paternity is legally established. It may also be important in determining eligibility for receiving Social Security or Veterans' benefits.

7. Can you help me get custody or visitation with my children?

No, our office does not offer these services. The Family Law Facilitator is provided as a free service (in each California County) to provide legal information and assistance to people representing themselves in a Family Law matters.

1. What do I do If my child is abducted?

File a police report immediately and provide the police in a copy of your most recent custody/visitation order signed by a judge.

If there is no court order, contact a lawyer or legal clinic right away for help in getting a custody order from the court. Ask the law enforcement officer to enter your child in the National Crime Information Center (NCIC) computer system as a missing person. Call the Colusa County District Attorney Child Abduction Unit at the telephone number listed on the Contact Us page.

1. Where may I file a crime report?

If you have an emergency, please call 9-1-1. To report a crime that has already occurred that is a non-emergency, please call (530) 458-0200. A deputy will be dispatched to your location.

2. How can I obtain a copy of a report I filed with the sheriff's office?

Reports may be obtained Monday through Friday, 8:00 am to 4:30 pm, at the sheriff's office. Incident / offense reports are free to crime victims. Please call the office at (530) 458-0200 for more information.

3. Who can visit the jail?

Inmates are allowed two 30-minute visits per week. You must have photo identification in order to visit. Persons under the age of 18 must be accompanied by a parent or legal guardian. Children may not be left unattended in the lobby or visiting room under any circumstance.
