CDBG Program

The Community Development Block Grant (CDBG) program was established by the federal Housing and Community Development Act of 1974.  The California program is administered by the Department of Housing and Community Development (HCD).

The purpose of Colusa County’s CDBG Program is to provide housing, economic development, public facilities, public infrastructure, and planning activities with the principal purpose of benefiting low to moderate income persons in the County.

Early in 2020, prior to the Covid-19 pandemic, Colusa County solicited proposals for funding from its CDBG Program Income Fund.  At that time the Program Income Fund had over $1 million in available funds. 

Due to the pandemic, Colusa County's small business community was struggling and County staff focused their efforts on implementing the Colusa County Coronavirus Relief Fund (CRF) Business Grant Program.  This was made possible through Colusa County's CARES ACT Funding Spending Plan and it's allocations to Community Investment approved by the Board of Supervisors. A total of 86 grants totaling just under $800,000 were distributed to  businesses located within Colusa County.  

The County's Program Income Fund still has over $1 million in available funds.  The County is currently working with three local non-profit organizations that had submitted proposals for Program Income Waiver projects that are eligible for funding from its CDBG Program Income Fund.  All projects must meet Federal and State eligibility requirements.  Eligible projects must also meet Federally defined National Objectives. Examples of National Objectives include:  benefiting low-income persons (most projects fall in this category); aiding in the prevention of or elimination of slums or blight; and meeting a need having a particular urgency (e.g. disaster).

The County is working hard to put it's Program Income Funds to work in eligible and worthy projects that benefit low to moderate income persons and other eligible individuals within Colusa County.  It is expected that all existing Program Income Funds will be expended within the three eligible proposals submitted by local non-profits.     

Once the County's existing Program Income Funds have been expended for eligible projects there will be additional opportunities in the future to apply for CDBG program funds.
