[ARCHIVED] Board of Supervisors 2010 Redistricting Update!

Following the August 2 presentation of “Redistricting Proposal I” Board members took a closer look and considered the potential impacts of the proposed changes. Although the plan was fairly well received, there was some question of long term viability. There were concerns about the potential issues created by confining District III to Williams City limits, and further, the proposal had failed to take into consideration annexation plans currently underway in the City of Colusa.

In addressing the District III and IV concerns, Supervisors Marshall and Evans took existing boundaries and incorporated revisions from previous proposals in an attempt to equalize the 36.58% population increase District III had undergone since the 2000 census. They agreed to make further adjustments to the boundaries between Districts III and IV within the Williams city limits. Through their cooperative efforts to shift additional census blocks from District III to District IV, District III will retain rural population areas outside of the city limits.

Supervisors Evans and Carter worked together on revisions which would dovetail with annexations and projects underway in the City of Colusa, resulting in the District V boundary adjustment from the city boundary west to the 2047 Canal.

Boundary lines for Districts I and II remain unchanged.

The above revisions have been incorporated into “Redistricting Proposal J” which the Board will present for consideration at their August 30 meeting. If approved, staff will be directed to prepare an Ordinance, with introduction and first reading set for September 13. The second reading and Public Hearing would be set for September 27. If approved, the Redistricting Plan would be effective October 27.

All proposal maps are on display for public viewing at the office of the County Clerk. In a continuing effort to solicit public input, there are also ballots which the public can use to select their plan of choice.
